The Helsinki Final Act signed in 1975, began as an idea and then evolved into an organisation and a process.

The Final Act set important standards for further progress toward détente and rapprochement and represented a turning point in the relations between the two Europes. Over the last years the gradual opening of archival source for the détente period encouraged individual scholars to explore national archives looking for the domestic reaction to the Helsinki process.

The attitudes of Warsaw pact countries during the Helsinki process are presented and discussed in this volume by ambassadors and distinguished scholars from Eastern and Western Europe.
